London: Sheltered housing manager

My client is a specialist organisation, providing homes, support and care services for older people.  They are a Registered Social Landlord with charitable status, and a member of a larger Housing Group.  The supported housing department provides extra care sheltered housing, sheltered housing, an emergency response service, floating support services to older people and resident involvement and community investment service and the team work closely with the Housing and Leasehold Management team.
Role Purpose:
To oversee the management of sheltered and extra care housing schemes, providing a support service to tenants to enable them to live independently in their homes.
The Role:
Line management and development of scheme based staff (and ERS Team Leader)
Monitor performance of the team and individuals to ensure targets and KPIs are met.
Recruit, manage and develop staff within the team.
Ensure that all staff receive regular support and supervision, training and annual appraisals.
After consultation with line manager take responsibility for the purchasing of equipment for schemes as necessary.
Ensure out of hours emergency cover is provided as needed.
Ensure health and safety checks and risk assessments are carried out and recorded by scheme managers at the agreed intervals, including fire safety and annual scheme inspections.
Work closely with the property services department (PSD) to ensure high quality delivery of day to day repairs and planned and cyclical maintenance, and handyperson services.
Ensure voids works are completed to a high standard and within agreed timescales.
Work closely with the Senior Housing and Leasehold Manager, and PSD, to ensure void turnaround targets are met.
Signing of tenancies with new service users.
Ensure regular monitoring of estates services contracts, e.g. cleaning and gardening to ensure consistency across all schemes.
Attend care planning review meetings as requested
Develop and maintain relationships with voluntary and statutory agencies who work with older people, including local authorities (housing, social services and Supporting People teams), BME organisations, benefits agencies and Age Concern.
Take responsibility for setting, and monitoring, service charge budgets, and contribute to overall budget monitoring by ensuring support is given to tenants to enable and encourage them to pay their occupancy charges
Essential Skills:
Experience of supported housing for older people or other vulnerable client group
Experience of individual support planning
Staff management experience
Experience of liaising with social services and health services to negotiate care and support packages on behalf of service users
IT skills, including word, excel and housing management packages (Sx3)
Numeracy skills sufficient to calculate benefit entitlements, understand service charge accounts and rent statements
Able to manage own time and prioritise workload to achieve targets.
High standard of written English.
Good communication skills.
Welfare benefits knowledge
Understanding of the needs of BME communities
