Organizational politics is usually bad politic. But how can we make use of it and change it into positive.

Organizational politics is usually directed to maximizing profits (cutting costs and maximizing utility for investors). If making better policy can be done by feasible costs and improve organizational efficiency/performance - then it's often question of survival for organization on market - so management will initiate new methods intervention automatically as they are available (and risks of negative consequences are low). Of course environment adaptation ability (personnel resistance, etc.) also matters.
