Genelkurmay Başykanı Orgeneral İlker Başbuğ’un, usta gazeteci Uğur Dündar’a verdiği kapsamlı mülakat bir çeşit veda konuşmasıydı. Görev süresi yakında dolacak olan Org. Başbuğ, genel bir durum değerlendirmesi yaptığı gibi önümüzdeki döneme ilişkin yol gösterici bir nitelikte taşıyordu.

Bu mülakatta Org. Başbuğ’un sarfettiği “sözün bittiği yerdeyiz” cümlesinin altı çizilmeli. Genelkurmay Başkanı’nın bu ifadesi, “Irak’ın kuzeyindeki PKK varlığı önümüzdeki süreçte Türkiye-Irak ilişkilerini de etkiler. Bir bakıma Türkiye-ABD ilişkilerini de etkiler olumsuz olarak” sözleriyle birlikte okunmalı. Ayrıca bunlara, Barzani’yi işaret ederek “terör mücadelede bir fayda sağlamıyor” tesbitini de katmak gerekli. ABD’nin Kandil’de, PKK liderlerini neden yakalamadığı sorusunu da eklediğinizde Org. Org. Başbuğ’un çizdiği bu tabloya ABD yönetimine ve kısa bir süre önce Türkiye’ye gelen Mesut Barzani’ye iletilen üç seçenek de yerleştirilmeli. Ankara’nın ABD ve Barzani’ye üç önerisi şöyle:
1 - Irak’ın kuzeyindeki PKK varlığını etkisiz kılın,
2 - Veya üçümüz birlikte ortak operasyonlarla etkisiz kılalım,
3 - Ya da Türkiye olarak sizlerle koordineli biçimde biz etkisiz kılalım.
Bu önerilere eklenen, “Türkiye bu duruma daha fazla tahammül edemez” ifadesi, Org. Başbuğ’un, Uğur Dündar’a söylediği “sözün bittiği yerdeyiz” cümlesinin anlamını yansıtıyor.
Ankara, hem ABD’ye, hem Bağdat yönetimine hem de Barzani’ye, bu gidişin Türkiye-Irak ilişkilerini 1998’in sonundaki Türkiye-Suriye ilişkilerine kadar götürebileceği mesajını veriyor. O dönemdeki ifadesiyle “askeri güçle arkalanmış diplomasi” aşaması. Bu aşama “köprüden önceki son çıkış” anlamına geliyor.
