EU Citizenship-Can you refuse?

Hi all! Just a legal question... According to what I've read, EU citizenship is supplemental to whatever national citizenship you already hold. If, for example, you're already a French citizen, and you're happy to be a French citizen, but have no interest in the EU, can you just say,"Thanks... ...
