Actually USA says the anti-missile program aims only to protect that region and not to attack. As an example of a country to be defended from, Rice mentioned Iran.

If somebody puts on a better shield, that means he is going to attack some day. therefore, counter-mesures need to be taken according to the means available. They can be offensive. Both the Americans and Russians try to take credit for defeating Hitler but the British were the true heros --they are the only ones who fought him from the beginning until the end. He has made many believe that Russia is a great historical nation and the Russian people are the greatest in the world and, like Hitler, that the rest of world is either inferior or decadent and decaying and Russia therefore has the right and the destiny to be above it. Putin misses feelings of greatness that the USSR gave him. He wants it back again. And he is using the capacity of people to simply BELIEVE to create it for himself. Did you know that at the beginning Hitler was good for Germany? Putin was good for Russia too... but now he is destroying it. Like Hitler did to Germany.
