yes it can be a way out the situation. To pay people to protect nature and not to spoil the environment it is a good idea, but I'm not sure whether it will work. People are different.

An idea, but is not the most successful. People will not be agree with it. We pay so many taxes, and yet this, will be too much. Just,if will do something useful with the money, but do not think will go in the right direction.
