This proves to be a contentious issue with Germans claiming to be the biggest contributors but the Swedes, Britons and Dutch also lay claim to this title. As for thieving gits some say the Belgians, Irish, Spanish and Greeks do nothing but rob from the kitty and if they had their way would impoverish the EU.

What do you mean by thieving? Is it done illegally?

Such things are controlled by EU's executive power. It can't be happening. Of course, there is no doubt that in certain situations some countries receive more, others less... but that is the goal of the European Union. Countries help each other. We can't talk about "leeches", because they wouldn't have been allowed joining EU.
